Brazil police: Bolsonaro ‘fully aware’ of plot to assassinate Lula

According to declassified federal documents, the former Brazilian president tried to keep himself in power following his electoral defeat

A declassified report by the Brazilian Federal Police claimed on Tuesday that former president Jair Bolsonaro actively participated in a 2022 plot to assassinate his rival Luiz Inácio Lula da Silva following the election that ousted him. According to the report, the murder plot was part of an overarching plan for Bolsonaro to remain in power.

Five people have already been arrested for the murder plot, and Bolsaro has already been charged with plotting a coup attempt against Da Silva, which happened in January 2023 when his supporters stormed federal buildings calling for a military takeover.

Some of the 800-page report stemming from the coup investigation was already made known last week. Brazilian police accused Bolsonaro and 36 others — including high-ranking military officers, former members of his government, advisors, and more — of attempting to carry out a coup and abolish the democratic rule of law and being involved in a criminal organization. 

However, the full details of the plot and the extent of Bolsonaro’s involvement were made public on Tuesday after Supreme Court Justice Alexandre de Moraes forwarded the investigation to General Prosecutor Paulo Gonet and lifted its confidential status. Gonet will analyze the evidence and decide if the former president will be formally charged.

According to the Brazilian Federal Police, the evidence gathered “unequivocally proves” that Bolsonaro “planned, acted” and had “full awareness of and active participation in” both the coup and murder plans. 

The code name for the coup attempt was “2022 Cup” — referencing the Qatar World Cup of that year — while the plan to kill Da Silva was known as “Yellow and Green Dagger.” The latter scheme also involved murdering Vice President Geraldo Alckmin and Supreme Court Judge Alexandre de Moraes, who is currently investigating the case.

According to the investigation, plans began after the 2022 election when Bolsonaro lost his reelection bid to Da Silva. The idea was to kill him on December 15, 2022, two weeks before he was set to take office for his third mandate on January 1, 2023. 

Among those indicted was Fernando Cerimedo, who served as Argentine President Javier Milei’s digital strategist in 2023. The investigation concluded that he participated in spreading misinformation through a live broadcast in November 2022, colluding with members of the military and Bolsonaro’s government. His name was mentioned 66 times in the report. Cerimedo has denied any involvement, and even knowing the people who he was accused of being involved with.

Police based their accusations on entry and exit records of the presidential residence where Bolsonaro lived, chats, and data about meetings that happened around that time. The alleged mastermind behind the plan was General Mario Fernandes, a military reserve member who was the Presidency’s General Secretariat executive secretary at the time.

The report alleges that Fernandes wrote and printed the murder plan on November 9, 2022, at the Planalto presidential palace and took it to the presidential residency where Bolsonaro lived. He printed it again a month later, according to records.

For the murder of Da Silva, Alckmin, and De Moraes, they were allegedly planning to use a military elite group known as kids pretos — “black kids,” so-called because they wear black hoods during operations — and several weapons. They also considered killing Lula through poisoning or chemical agents in order to produce “organic failure” on account of his delicate health conditions, the document said.

Fernandes was arrested along with three other high-ranking military officials last week, as the last day of the G20 world leaders summit was taking place in Rio de Janeiro. They are all part of the kids pretos group, and were accused of attempting to use “advanced military operational tactics” to carry out a coup.On January 8, 2023, another part of the coup attempt took place when Bolsonaro supporters attacked three federal government buildings in Brasilia, demanding the military take power and depose Da Silva. On November 16, Argentine Judge Daniel Rafecas requested the arrest of 61 Brazilians who are living in Argentina and were convicted in Brazil for participating in the storming of government buildings.
