Milei to buck tradition by opening Congress tonight at 9 p.m.

The president is expected to analyze his initial months in office and outline plans for his first year

President Javier Milei will open congressional sessions for 2024 with a speech on Friday at 9 p.m. — the first time a president has launched ordinary sessions in the evening. Traditionally, this happens at noon.

In bucking that tradition, Milei may seek to imitate the U.S. president’s annual State of the Union Address, which is given in the evening. The president previously broke with convention when he gave his December 10 inauguration speech outside Congress, as U.S. presidents usually do. In Argentina, presidents usually deliver their first speech before lawmakers in the Chamber of Deputies.

On Friday, Milei will follow the protocol requiring the president to open ordinary sessions on March 1 and speak to the Legislative Assembly in a special session with all the deputies and senators present.

“Our aim is to allow as many Argentines as possible to listen to the president after their working hours, in an unprecedented event in Argentine history,” said Presidential Spokesman Manuel Adorni on Tuesday.

He claimed that 9 p.m. on a Friday night is, for many people, a calm time to sit and listen to the speech.

Milei is expected to outline plans for his first year in the government and announce bills he plans to back throughout the year, as well as analyzing his initial months as president.

He is likely to mention the omnibus bill, his flagship legislative proposal that aimed to implement sweeping state reforms. During extraordinary summer sessions, it was approved in general terms after a three-day marathon debate, but then unexpectedly sent back to commissions after several key articles were modified or eliminated during the article-by-article vote.
